700+ drones seized at World Cup, but “unauthorized, high-risk activity was a small slice of the total”


Following the conclusion of the 2026 FIFA World Cup, federal agencies wasted no time declaring victory over the skies.

In a joint victory lap, Transportation Secretary Sean Duffy, Homeland Security Secretary Markwayne Mullin, and FBI Director Kash Patel announced that multi-agency “Ground Intercept Teams” had seized more than 700 drones and detected nearly 1,600 flying into restricted airspace across the 11 U.S. host cities.

Secretary Duffy praised the “whole-of-government approach” assembled by President Donald Trump, pointing to nearly 250 Temporary Flight Restrictions (TFRs) and the FAA’s newly minted DETER (Drone Expedited and Targeted Enforcement Response) program — designed to swiftly hit unauthorized pilots with confiscations, certificate suspensions, and fines up to $100,000. The official messaging from Washington emphasized how an aggressive, multi-agency enforcement strategy successfully secured the skies above major venues.”

But while some official government press releases seemed to paint a picture of ground crews constantly intercepting hazardous intrusions, data from the ground shows that the vast majority of those 700+ seized drones weren’t operated by criminal networks or bad actors.

“In Kansas City, the picture was a real mix: authorized media and broadcast drones, public safety and first-responder aircraft, and a larger volume of well-intentioned commercial and recreational pilots who simply hadn’t checked whether they’d flown into a temporary flight restriction,” said Ana Healander, Co-Founder of Detroit-based Unmanned Traffic Management (UTM) firm Airspace Link. Airspace Link was among the companies that provided counterdrone security services at FIFA World Cup events, primarily out of Kansas City’s games.

“Genuinely unauthorized, high-risk activity was a small slice of the total,” she said.

That distinction exposes the central design challenge of modern event airspace management. When federal policy mandates treating “each unauthorized drone as a potential threat”, local law enforcement agencies on the ground risk getting overwhelmed by noise.

“The hard part isn’t building a system that can detect a drone,” Healander said. “It’s building one that gives responders enough context to know instantly whether what they’re looking at is a threat or just someone who — at this stage, rather naively — didn’t check B4UFLY before takeoff.”

How Kansas City pulled off its counterdrone efforts at the World Cup

Airspace Link served as a primary software integration layer in Kansas City, where federal, state, and local agencies established a shared operating platform powered by an $11.4 million DHS grant.

While cities like Philadelphia and New York struggled to get their counter-drone hardware operational in time due to federal grant processing delays, Kansas City pulled off a bureaucratic miracle: local officials submitted their DHS funding paperwork literally the day before a 76-day federal government shutdown halted grant processing nationwide.

That head start allowed Kansas City to deploy a fully integrated, multi-layered stack before match days began:

  • Sensor hardware: Powered by DroneShield detection sensors.
  • Central coordination: Airspace Link’s AirHub Portal, providing a single “common operating picture” across 17 distinct federal, state, and local agencies.
  • Tactical integration: Real-time data feeds piped directly into DroneSense and Skydio platforms so police and fire crews could act immediately.

In Kansas City alone, coordinated ground teams executed 48 drone seizures by July 21. But because all 17 agencies were looking at the exact same screen, responders could instantly differentiate between a local news chopper, an authorized Drone-as-a-First-Responder (DFR) unit, an Amazon delivery (yes, Amazon Prime Air is already flying commercial deliveries in Kansas City, out of a dedicated fulfillment site) or simply a lost hobbyist who likely just didn’t realize they were flying in restricted airspace.

What comes next

The World Cup may be over, with Spain left victorious, but Kansas City’s work in integrating drones into airspace safely is far from over.

In fact, the exact same system used to monitor airspace over GEHA Field at Arrowhead Stadium (temporarily designated as Kansas City Stadium) during the tournament is now actively managing daily commercial drone operations. Amazon Prime Air flies commercial package deliveries out of a local fulfillment site, sharing low-altitude airspace with municipal emergency services on the same Airspace Link platform that secured the games.

“This is the part I think some people miss,” Healander said. “Kansas City isn’t treating this as temporary event security—it’s infrastructure… The games created the urgency and the initial investment, but the actual payoff is a permanent coordination layer for a drone economy that’s only going to get even busier after the cameras are gone.”

As federal funding from the One Big Beautiful Bill Act of 2025 continues to trickle down to other U.S. metros, cities would be wise to take a page from Kansas City’s playbook: build systems designed not just to intercept drones, but to organize the sky long after the crowds go home.
