Government appoints single regulator to advance £175m Port of Tyne clean energy hub plans

The UK government has appointed the Marine Management Organisation (MMO) as Lead Environmental Regulator for the Port of Tyne’s proposed £175 million Clean Energy Park, in a move intended to accelerate approvals for a major offshore wind and clean energy development in North East England.1

The designation gives the MMO responsibility for coordinating advice from environmental regulators including the Environment Agency and Natural England, creating a single point of contact for the project while maintaining existing environmental protections.2

The proposed development would transform a 230-acre brownfield site on the north bank of the River Tyne, adding 400 metres of new deep-water quayside infrastructure designed to support the construction, assembly and servicing of offshore wind projects in the North Sea.3

According to the Port of Tyne, the project could create up to 12,000 jobs and contribute more than £5.6 billion to the regional and national economy over its lifetime.4

Environment Secretary Emma Reynolds said:

“Port of Tyne Clean Energy Park is a win-win for growth and nature. With the Marine Management Organisation as its Lead Environmental Regulator, we can deliver more clean energy and more jobs, while continuing to protect the environment.”

The appointment comes as the government seeks to accelerate infrastructure development in support of its ambition to become a “clean energy superpower”, with ministers increasingly focusing on reforms intended to speed up planning and regulatory processes for nationally significant projects.

The Port of Tyne has been positioning itself as a major hub for offshore wind development. The port has already secured a role in several large North Sea projects, including Dogger Bank and Sofia, and last year Ørsted selected the Tyne Clean Energy Park as the marshalling base for its £8.5 billion, 2.9 GW Hornsea 3 offshore wind farm, which is expected to become the world’s largest single offshore wind farm.5

In March, the Port of Tyne also welcomed The Crown Estate’s launch of Round 6 offshore wind leasing in the North East seabed area, which could unlock more than 6 GW of new offshore wind capacity – enough to power more than six million homes.6

North East Mayor Kim McGuinness said:

“I want to double the number of green energy jobs in our region by 2035, so local people have great well-paid jobs on their doorstep.

“This new clean energy terminal Port of Tyne is bringing forward is a brilliant step towards that goal creating thousands of jobs and showing that we are the English home of green energy.”

MMO Chief Executive Elysia McCaffrey said:

“The Port of Tyne’s proposed Clean Energy Park is a fantastic example of how we can support sustainable economic growth while maintaining our commitment to protecting the marine environment.

“MMO is proud to act as Lead Environmental Regulator and we will help bring regulators together from the outset, providing clear, coordinated advice that enables better and more streamlined decision-making.”

The appointment seems to align with wider government efforts to streamline the consenting and regulatory processes associated with major clean energy infrastructure projects, while maintaining environmental protections.

Port of Tyne chief executive Matt Beeton said:

“Today’s announcement marks another major step forward for the new north-side port terminal at the Tyne Clean Energy Park.

“By entering the Lead Environmental Regulator Process, we anticipate a streamlined path to delivering this nationally significant piece of infrastructure.”
