ISLE OF SHEPPEY, UK — The Independent Office for Police Conduct (IOPC) has completed its investigation into a Kent Police drone crash that severely injured a child on the Isle of Sheppey in August 2025.
In an official statement provided to sUAS News on Friday, August 28, an IOPC spokesperson confirmed that the investigation concluded this month, determining that the remote pilot—a Kent Police Special Inspector—must attend a formal misconduct meeting.
An IOPC spokesperson issued the following statement to sUAS News
“We have finished our investigation into the actions of Kent Police during an incident in which a child was hurt by a drone.
It hit an overhanging cable seconds after it was launched by a Kent special inspector, who was one of several officers responding to reports of a disturbance on the Isle of Sheppey in August 2025.
The drone crashed to the ground and struck a child who suffered a significant injury to their right thumb and hand. Emergency first aid was provided at the scene by the officer and by the ambulance service.
The child had two surgeries on their hand and has since recovered.
Our investigation concluded in August and we determined the special inspector should attend a misconduct meeting for an alleged breach of the police standards of professional behaviour relating to their preparation and risk assessment prior to launching the drone.”
The completed watchdog investigation brings several key details of the incident to light:
- Immediate Cable Collision: The aircraft struck an overhanging wire within seconds of launch during a rapid deployment to an active disturbance call.
- Medical Impact & First Aid: The falling aircraft inflicted severe injuries to the victim’s right thumb and hand. Immediate emergency first aid was administered at the scene by the pilot officer alongside responding ambulance personnel.
- Surgical Outcome: Following two surgical procedures to address the hand trauma, the child has since made a full recovery.
- Misconduct Determination: The IOPC ruled that the officer must account for alleged breaches of professional standards, specifically citing inadequate preparation and risk assessment prior to launching the aircraft into open airspace.
Following the statement from the watchdog, Ian Hudson of sUAS News submitted a formal request for clarification to Kent Police. sUAS News is currently awaiting responses to the following questions:
- Training Duration: How long was the drone training course taken by the officer prior to operating the drone, specifically regarding both the theoretical curriculum and the practical flight test?
- Safety & Policy Revisions: Have any operational or curriculum changes been made to officer drone training as a direct result of this incident?
- Platform Tiering: Have any policy changes been implemented regarding the scale of aircraft officers are initially permitted to deploy in the field—for example, requiring pilots to operate a smaller platform (such as a DJI Mavic) until logging a specified number of operational flight hours before stepping up to heavier enterprise drones?

While an Air Accidents Investigation Branch (AAIB) record-only review highlighted that the remote pilot failed to identify the overhead cable hazard during the high-speed deployment, the decision by the IOPC to refer the Special Inspector to a misconduct hearing underscores escalating scrutiny surrounding police drone standards.
The transition from a served misconduct notice during the ongoing investigation to a scheduled misconduct hearing indicates that investigators found sufficient evidence of a potential breach of professional standards regarding operational diligence, risk assessment, or airmanship.
This outcome highlights ongoing concerns regarding the operational discipline of National Police Chiefs’ Council (NPCC) drone units. Operating under emergency exemptions or rapid-response conditions does not eliminate basic visual line-of-sight hazard checks or public safety obligations, particularly when deploying heavy multirotors in residential areas.
