The benefits of MOFNs

As AI bulk orders exhaust traditional DWDM services (with some orders reaching 25x 400G!) “do-it-yourself” (DIY) dark fiber leases have been the logical next step, providing raw scalability, absolute control, and authority over hardware vendors. And while purchasing dark fiber and getting the network up and running might be routine for hyperscalers and savvy global businesses, it’s not always a straightforward process for the less-experienced customer. Unfortunately, the reality can set in after customers are already knee deep in their investment. As with any DIY project, there can be unexpected and costly challenges, such as hunting down scarce and expensive optical engineers, managing software lifecycles, dispatching repair crews, and staffing a 24/7 Network Operations Center.

Enter the MOFN: a dedicated, single-tenant optical network wrapped into a customized, fully managed service agreement. Or more simply, it’s like leasing dark fiber with white glove service. All of those DIY challenges? Now offloaded onto the carrier. And the cherry on top? MOFNs largely shift the massive upfront CapEx of a dark fiber build into predictable OpEx, which can even reduce the total cost of ownership.

Let’s also consider that in some countries, it is incredibly difficult—or even illegal—for a foreign company to lay fiber or secure right-of-way access. With a MOFN, the local service provider acts as the regulatory navigator. In regions where dark fiber is completely unavailable for purchase, customers can leverage a MOFN to tap into a service provider’s established, protected routes.

Because of these physical and regulatory hurdles, compounded by current hardware procurement delays, it can easily take months or even years to spin up a self-managed network. Often, hyperscalers and neoclouds do not have time to spare. By utilizing existing assets and expertise, MOFN providers are targeting aggressive 30-to-90-day delivery windows, with some MOFNs already active in just six weeks.

MOFN use cases

There are many great use cases for MOFNs. Here are some of the primary ways to leverage MOFNs, and who uses MOFNs for connectivity challenges.

Use Case #1: AI training and inference

Market segment: Hyperscalers, Neoclouds

The race to train massive AI models is currently one of the biggest drivers of MOFN deployments. Because these AI training clusters are increasingly built in remote areas near abundant, cheap power, MOFNs are used to quickly scale capacity between these rural compute sites, as well as core metro hubs. On the other hand, AI inference pushes workloads closer to the network edge where MOFNs serve as turnkey middle-mile networks, ensuring low latency, high-bandwidth connectivity for real-time AI processing.

Use Case #2: General data center interconnects (DCI) and cloud growth

Market segment: Hyperscalers, Traditional Cloud Providers, OTTs, Large Enterprises (E-Commerce, Digital Payments)

A wide range of organizations—from traditional cloud providers and OTTs to large e-commerce platforms—are adopting their own dedicated MOFNs to securely interconnect their core global data centers. This approach provides dedicated, terabit-scale capacity, while also allowing them to rapidly expand into new markets.

Use Case #3: Network security and sovereignty

Market segment: Public Sector, Military and Defense, Critical Infrastructure (Energy, Utilities, Transportation), Large Enterprises (Financial Institutions, Healthcare)

The public sector, military and defense, infrastructure providers, and specific large enterprises tend to prefer MOFNs for their absolute control, security, and sovereignty. Some have relied on this same style of dedicated private networks for decades—long before the MOFN acronym was whipped up. Driven by sensitive traffic, data localization, and strict regulations, these organizations bypass shared infrastructure to establish fully private networks. This approach delivers the guaranteed, low latency required for critical applications and grants sovereignty over hardware and routing.

Use Case #4: Carrier and wholesale expansion

Market segment: Global Operators, Regional Carriers/ISPs, Wholesale Providers

Telecom operators use MOFNs to quickly bridge their network gaps and securely interconnect data centers and cable landing stations. By procuring a MOFN, they can diversify their routes or rapidly expand into new markets by leveraging a local provider’s assets and regional expertise.

Regional deployments and commercial models

Regardless of the market segment or use case, regional nuances fundamentally shape how MOFNs are deployed. North American hyperscalers frequently build their own dark fiber networks, but they strategically utilize MOFNs to manage regional fiber scarcity and meet the aggressive turn-up times demanded by advancing AI deployments. Across the Atlantic, MOFNs have become standard in Europe, as strict data sovereignty laws and complex cross-border regulations make DIY builds incredibly difficult.

When routing traffic out of Europe through the Middle East, operators face severe choke points—such as navigating through Egypt, Israel, the Kingdom of Saudi Arabia, and the Red Sea—where a lack of available dark fiber forces them to rely on service providers. Further east, India has embraced MOFNs amid a projected $100 billion data center boom. Besides the complicated telecom licenses required in India, the country faces severe environmental constraints. With frequent fiber cuts, unstable power, and extremely long routing distances, foreign customers rely on local Indian service providers to build and navigate these networks.

Just as global appetites vary, the commercial recipes for MOFNs are highly adaptable to a customer’s long-term strategy. In a provider-held model, the carrier owns and manages the entire technological stack, while the customer is able to drive the technology decisions and dictate the equipment vendors. Then there is a hybrid Open Line System (OLS) model, where the provider owns and manages the underlying dark fiber as well as the OLS, but the customer purchases and completely owns the optical equipment—specifically the optical transponders, transceivers, or pluggable optics. In this scenario, the customer brings their own optics and deploys them onto the network whenever they need to scale up their capacity. Another model allows the customer to purchase the equipment through a provider’s contract to leverage their bulk discount.

Some providers even offer a model that grants the customer a fully managed network with a pathway to assume ownership of the equipment later. This allows the customer to avoid the initial operational burden, establish the network quickly, and take over the management when their teams are ready. Last but not least, as customers stitch together multiple MOFNs from different carriers, tools like federated management can provide a unified dashboard of their entire network.

Outlook for MOFNs

Looking ahead, the MOFN service model is evolving from a middle ground solution into a new pillar of global infrastructure. As bandwidth demand increases and technology advances, the definition of a managed network is maturing and the lines between private ownership and carrier services are blurring. Carriers are transforming MOFNs from basic physical hardware leases into agile, highly visible, API-driven solutions. Ultimately, a curated approach baked directly into wholesale networks may be exactly what our evolving digital economy needs to thrive.
